Special Notice

In view of the latest situation of COVID-19, library facilities including Hong Kong Central Library and the six major libraries (City Hall, Kowloon, Tsuen Wan, Sha Tin, Tuen Mun and Ping Shan Tin Shui Wai Public Library) reopened earlier this month will be temporarily closed starting from March 23 (Monday). Other public libraries and their Students’ Study Room, Mobile Libraries will continue to be temporarily closed until further notice. All book drop services of the Hong Kong Public Libraries and those located at three MTR stations as well as the self-service library stations at Island East Sports Centre Sitting-out Area, the Hong Kong Cultural Centre and Tsuen Nam Road, Tai Wai will also suspend services. During the period, public libraries will continue to provide online services such as e-Books and e-Databases. Overdue fines will not be generated for late return of library materials, due date of reservation pick up will be extended and the maximum number of renewal will be increased accordingly. It now stocks over 19,000 items of reference materials such as books, journals, multimedia information, CD-ROMs, online databases and newspaper clippings covering the following subjects:

  • Publications relating to constitutional law, administrative law, human rights and civic rights;
  • Materials on the Basic Law of HKSAR issued by the Government, professional bodies, academic institutions, and community organizations etc.;
  • Documents and newspaper clippings relating to the drafting and implementation of the Basic Law; and
  • Records of court judgments relating to the Basic Law.

Introduction:

The Basic Law Library is a joint project of the Leisure and Cultural Services Department and the Basic Law Institute. The Library was opened on 20 December 2004 and is managed by the Hong Kong Public Libraries. The Basic Law Library located at the 5/F of City Hall Public Library has an area of about 210m2 . Internet and online database workstations, CD-ROM workstation, Multimedia Information System workstation, Library Catalogue terminal and GovWiFi service for internet access are available for public access


It is basically a reference library aiming to serve the general public. Legal professionals, schools and organizations are also welcome. Readers can make use of the collection for better understanding and research on the Basic Law of the HKSAR and related subjects.
